Born in Warsaw in 1967. He obtained Master’s Degree with Distinction at the Department of History at the Warsaw University. He obtained a Ph.D. degree in political science and specialises in international relations. Robert Kupiecki is also a graduate from the National School of Public Administration and the Geneva Centre for Security Policy. During the studies at the National School of Public Administration (in 1993), he was on the placement at the Texas Department of Commerce affiliated with the L.B.J. School of Public Affairs in Austin (Texas). After graduation in 1991, Mr. Kupiecki worked as junior lecturer at the Historical Institute of the Polish Academy of Sciences where, under the guidance of his masters, i.e. Professor Krystyna Kersten and Professor Tomasz Szarota, he was studying modern history. After the internship, which he concluded in 1993, Mr. Kupiecki started to work for the Ministry of Foreign Affairs in 1994. He went through all levels of the public administration career starting from the position of Expert through Head of Division and Deputy Director of Department to be finally appointed Deputy Ambassador in one of the most important missions, i.e. Permanent Representation of the Republic of Poland to NATO and Western European Union (WEU) in Brussels (from 1999 to 2004). 2004 – April 2008 Director of the Security Policy Department. A Civil Service servant. In foreign affairs service he is in the rank of the titular ambassador. In 1990s, he was one of the pillars of the Poland’s accession to NATO. At present, he is one of the key players in the process associated with the possible installation of the elements of the American anti-missile shield facilities in Poland. He participated and led Polish delegations participating in the works of various international organisations including NATO, OSCE, UN and other forums dealing with the disarmament, armament control and mass destruction weapons non-proliferation issues. Mr. Robert Kupiecki is a recognised expert in the field of security policy. He is also the author and co-author of half a dozen or so books and a few dozens of articles on the modern history and international relations. Medals: Officer’s Cross of Merit of the Republic of Lithuania, Gold and Silver Medal “For the Services for the Country’s Defence” and Silver Medal of the Ministry of Foreign Affairs of the Republic of Slovakia. He speaks English and Russian. Married, two children. |
